Step 5 - Setting Targets
All Travel Plan targets should be SMART: Specific, Measurable, Achievable, Realistic and Time-bound
Targets should be used to assess whether the Travel Plan is meeting its objectives. The overall target should be expressed in terms of reducing car driver trips which can be expressed as the number of commuter cars arriving per 100 employers.
Sub targets can also be set to indicate the desired increase in other modes such as walking and cycling or reducing the proportion of business travel made by car.

The targets of the Travel Plan must relate to its objectives and should be based on the results of the survey and audits to ensure that they are realistic.
If the objective is to reduce local road congestion then the targets could be "to reduce the number of single occupant car journeys to work by 10% by 2011" or "increase the proportion of staff commuting to work by active travel or public transport by 20% by 2011".
